God, the perfect creator
Like all his creation, He uses his own and even that don’t belong to him to fulfill his purposes. He expressed this well in: Isaiah 45:
7- I form the light, and create darkness: I make peace, and create evil: I the LORD do all these [things].
God doesn’t do evil; He created everything, even evil; even the devil to proof to men, and gave him freedom to choose between good and bad; He put the forbidden tree and the devil to tempt.
In Jeremiah 18 He speaks not about the destiny already outlined, but that Good changes the sentence, according to nations acts, like the vase in the hands of the potter. He hardened the heart of the Pharaoh, to show his Power, to his people.
He also raised Nabucodonosor, to destroy Jerusalem and the temple, and slave his rebel people; and after 70 years, raised

Cyrus, to free the nation and rebuild; before this fact, God speaks trough Isaiah 45:
12- I have made the earth, and created man upon it: I, [even] my hands, have stretched out the heavens, and all their host have I commanded..
13- I have raised him up in righteousness, and I will direct all his ways: he shall build my city, and he shall let go my cRevtives, not for price nor reward, saith the LORD of hosts.
If God uses, to fulfill his purposes, all the creatures, even those that aren’t his, even more the ones that are willing to do his wish to write the Words; Isaiah in the past already prophetized about the formation of the Bible, in only one book: Isaiah 34.
